  1. Your best bet is to get Freesat. It's freeview, but as the name suggests, is accesible through a satellite dish. Something like 98% of the population can get it.

  2. You can't. I assume you are referring to BT's Vision system, which is a terrestrial TV tuner, hard drive recorder & plays online content. I've got one, but no terrestrial freeview coverage, so we use a Sky satellite receiver without a card for the terrestrial channels & use the BT box to watch Channel 4 on demand, BBC replay etc., until we get Freeview coverage via an aerial.
