Contact OPM  Office of Personnel Mgt, US Gov.  Find out when they give the test for Foreign Service and make a point to take it.

Call the US embassy in your nation and ask. I don't know what the waiting time is for a response since most US embassies (thanks to Iran in 1979) are very concerned with security matters. You'll probably be investigated or "checked out" before you are able to even enter an embassy grounds.
