  1. In command prompt the command is ipconfig /all.  That will show your Internal ip address.  For your external (the one you use to connect to the internet) go to http://whatismyip.com/

  2. Sounds to me like your DHCP server is down.  This server could be in your router, your ISP's server, or other places depending on your exact setup.  There are almost always multiple IP addresses for a single device.  The only exception is if you're never connected to any network or the internet.  Then you will only have 127.0.0.1, which is the loopback address.

If you are within a local network, the network will likely have an external IP address, viewable from the outside using something such as the website mentioned by others (http://www.whatismyipaddress.com) or various other means, such as checking directly on the router's configuration.  Your computer will have a local IP address as well.  This address will only be meaningful in that network, as nothing outside will be able to see it, but without it, your router cannot connect you properly to anything outside.  If this is what you are missing, then you need to check the DHCP settings on your router.

If you are directly connected to the internet, your computer should acquire an IP address from your ISP's DHCP server.  If this is your setup, and you are not getting an IP address, you will need to call your ISP, as they will have to resolve the issue.

  4. I'm pretty sure all computers HAVE an IP address already... you don't get one, or apply for one or anything like that.

  5. Is it connected to a network?

  6. They need to get one from a dhcp server, but will only do so if you have a tcp/ip network connection. If it shows NO IP address you probably do not have a working and active network card, otherwise it should show a dummy 169.x.x.x  number to prevent locking up.
