Well he is not a US citizen, but holds a diplomatic visa (G4)

  1. It's not exactly a diplomatic visa. He's an employee of an international organization.

    This is from travel.state.gov:

    Immediate family members are defined as the spouse and unmarried sons and daughters of any age who are members of the household. Application procedures are the same as for the principal applicant. If accompanying a G visa holder spouse on travel, the spouse and children should apply for the same classification of G visa.

    edit: only American citizens can file a fiance petition. As a G visa holder, he's not a legal permanent resident, or green card holder, much less a citizen. As his spouse you are eligible to come to the US as his dependent in the same visa class he holds.


  2. You and your intended spouse must file for a K1 or K3 visa to the US.  It will take some time.

  3. If he holds a diplomatic visa the process should be a little easier. Since he is the US citizen he will need to contact an immigration attorney and go through all the legal steps required for you to come to the US.  He would need to apply for the k-1 visa for you.
