How to get a passport without a birth certificate ?

So i am 16 , and i want to go with my friend to Romania next summer,i could save up the money now, but i definitely need a passport!i also like to travel to Mexico to visit my family there too, so getting a passport is crucial!!My mom misplace my birth certificate,!so I''m stuck.Does anyone know how to get the original copy of a birth certificate??This will be my first time getting a passport, so i know that it requires more information and stuff. so if the birth certificate is totally necessary then how do i get that , so i can get my passport.Also, how much is a passport plus picture, and fast delivery,

For starters you should go to the Dept of Health, in the City you were born and apply for the birth certificate. Since seemingly you are a minor, it might be well to have your mom or dad accompany you,and request the certificate. It shouldn't be a problem. Contact the health dept. in the county you were born in and they will send you one. I think it costs about $10 and you absolutely will need it to get a passport.

Fast delivery of a passport will run somewhere in the $200 range,you can get the pic for about $5 at Walgreens.

1) You need a STATE LONG FORM BIRTH CERTIFICATE. Unless the laws have changed the city or a short form will not be accepted.

You can't, or at least you are not suppose to be able to. Not legally anyway.

Yeah go to the registry of births and get a copy issued. You'll definitely need your parents to help you. Then you can apply for a passport. Why such hurry if you don't need it til next summer. They will send it through secure delivery. Not sure how much all of this will cost, it changes. Ask the office who issues out passports in your area, or just google the government department which handles the passports.
