go to my Q&A section on ur personal page then click on edit my info.in this section there is option for new avatar click on it

Go to http://avatars.yahoo.com and create one.

When you return to Y! Answers, if it doesn't show up automatically:

Go to your My Q & A section, click 'Edit my info' ..then select "Use my avatar." Then, save.
