How to get an nie number from outside spain?

i submitted the papers to the spanish consulate in cairo ,7 weeks ago and no reply uptil now

Your NIE (Numero de Identidad de Extranjero) number could have also been issued in Spain.  Check with the consulate in Cairo to see if that is still a possiblility for you.  Otherwise, you will just have to wait.

They must have given you some idea of how long it will take them to give you your number.

Recent Spanish legislation makes it compulsory for anyone selling or buying property in Spain to have a NIE - Numero de Identidad de Extranjeros which, translated, means "Identity Number for Foreigners".
