Your internet speed heavily dependent upon your ISP but sure we can fine tune it up upto maximum efficiency.

Speed is affected by trojans and viruses mostly. download the latest avira antivirus free edition (best of all uptil now!!) and make a rescue CD and then perform a thorough virus scan without logging into windows (rescue CD is necessary for this). This will remove hard to remove viruses.

You can download TCP-IP optimizer from http://www.download.com (have to search for this, there might be change in the version). Now select your type of connection, it will auto detect the MTU (maximum transmission unit) and tcpwindows size as a multiple of MTU and modify the necessary registry values, connection per server in internet browser so that your pages will open at good speed etc..

I recommend to backup your registry before using it.

If you need to use heavy networking programs like bittorrent, any p2p software, you have to change you TCP/IP half number of concurrent connections limit to say 100 connections/second. But there is a risk, worms from the internet that generally spread through UDP ports can infect your computer. So have a good antivirus protection before chaning the limit. If you have windows XP SP1 or any previous versions, you dont have to worry about this limit. You can use software like evid connection patcher to change this limit, however there are manual ways. try buying a Linksys or Netgear router and secure your network.

You internet speed is partly dependent on your ISP (internet service provider).

And since you have a laptop, you need to find a good router (Netgear).

You also need to speed up your computer (look for software online).  They are not free though.
