cover your face all over with powder, or buy the lightest concealer you can find. Line top and bottom of eyes with black eyeliner and use a Q tip to smudge liner on both the top and bottom lids, then make a fine line around the rims again to accentuate the shape of the eyes (the second line can probably be done with liquid liner for a more dramatic effect). Glue on fake lashes and cover (real and fake lashes) with mascara. If you notice the lashes still look too fake, cover more of the top lid with liner (dont forget to smudge) until the fake lashes seem to blend in with the black. Smudge liner upwards/outwards at the corner of your eye for a catseye look. Finish eyes with black shadow on the inside corner. Use cherry lipstick/blush and apply it just under the apples of your cheek (when you smile, the parts that stick out are the apples) in a sort of rectangular shape slanted towards your mouth. Use same color on lips. As for the choco chip looking things, I think the look can do without, but you can mimick them with liquid liner, rhinestones, or try a halloween store.

As much as I love piercings, they make her face look really ugly. She probably has pretty good skin and wears cover-up. I use covergirl tru blend and it makes my skin look like hers kinda.

and trust me its not flawless. up close that girls skin probably looks matted down with powder

Lots and lots of practice.  Also getting the brand that works best with your skin can help.
