In order to do the mission, you must have completed the main storyline and, in the post-story, have completed the mission to Blizzard Island to rescue the explorer Scizor. Once you complete that mission, you receive the Secret Rank, which allows you to do this mission and six other special missions. You can get all the Wondermail Codes at Serebii.net.
