This takes work, key here is to line your lips perfectly, she is using an intense red with shine, so I would try Mac Red, Rudy Woo, or Russian Red and use a clear lip glass on top.  Again, the liner is key.  You will first start with the top and then line the outsides.  This site shows a more rounded, you will want to make it a little more arched.

Use a lip plumper to get them full as possible. Obv you'll need a red lipstick for this, but make sure your lip liner is a bit darker and put that on first. Then apply the lipstick. Then afterwards put on lip gloss. Don't rush this, it's a difficult look. Don't make the make-up round your eyes too dark.
