There is a Vodafone store as soon as you walk through the arrival gates at Melbourne airport. You can't miss it. If you do, just go to any store around Melbourne where you can see them selling mobile phones and they will be able to hook you up. Passport should be enough for ID purposes.

Most international airports will have phone companies located inside them. I know there's a Vodafone in Sydney. Simply go into the store and set up a prepaid account.

I suggest vodafone, they have lots of different prepaid deals and charge per second instead of in blocks.
