How to get my birth certificate?

Question

I was born in Olongapo City, Philippines on the US Naval base in 1985. I have my old passport when I came to the US in 1989 but my parents don't know where my birth certificate is. I'm planning on doing some traveling and need my birth certificate to get a new passport. Anyone have any idea how I can obtain it? BTW: I've always been a US citizen because I was born on a Naval Base, so I'm wondering if there is some kind of way I can get it through them or do I have to go through the country?
