How to get people to stay on the line?

ok, so there is a restricted number that keeps calling me at wierd random times, all when im sleeping. i usually wake up to answer them, and when i do, they hang up. i called the police and they refuse to do anything until verbal harassments have been made. how do i get the person on the other end to talk, so maybe i can recognize their voice and what can i say to get them to threaten me?

You should get in touch with the phone company and see if there's anything they can do to help. The police can't act until you've received something that qualifies (by their definition) as harassment, which includes threatening speech, heavy breathing, etc, but must be vocal. I would not suggest you try to lure the caller into engaging in anything vocal though.

You could just get a new phone number.
