step three:  apply KILZ to subfloor

step floor:  install new flooring

white vinegar and water, or try renting an ozone machine- this totally eliminates odors

get some white vinegar and mix it with warm water and spray this solution onto the area of the carpet that has the cat urine on it, allow it to remain for a few minutes then damp it up with a clean cloth.  Do not soak the carpet.

Also test this solution on a part of the carpet beforehand to see if it causes any stains, this is what I used when my kitten had a problem indoors, and it worked quite well.  My kitten was a 9 week old female puma, whose mother had been killed by a vehicle up in Aspen, Colorado and was found laying next to her mother on the side of the road.  Her urine is a lot stronger in content than an domestic cats urine is, and using this method worked for me in cleaning the carpet of the stain and removing all of the strong odors.  After that, I  gave her kittybox training, which she used until she got so big that she couldn't fit inside the box any more, then it was outside in the yard for her business.

Natures Miracle. Get the kind specifically for cat urine. It has enzymes that eat away the cat urine. It's not an instant cover up but over a day or two the smell will be all gone.

It really does depend on the saturation level of the soiled spot. If it is severely saturated, the guy underneath me has the right answer. I have cats and usually the Natures Miracle is perfect but I had a cat recently that died from diabetes and she severly saturated my carpet and it did have to be removed and I mopped the plywood many many times with TSP and used the Natures Miracle and painted it with Kilz and then tiled the floor.
