Contact whoever does your trash pick-up. They'll be able to tell you what the rules are on putting dried-out paint cans in the trash and what to do with the rest of them.

I have seen on the shelf in my local hardware a product that claims to harden paint in the can to ease the problem of disposal.

ask you alderman or look on the towns website or call the people that pickup your trash.  some places allow you to discard empty LATEX paint cans in regular trash or if their full mix with kitty litter till solid.  OIL based usually have to be picked up by a special hazardous waste recyling center.
