  1. From where? If you are in Paris you may be able to walk there, otherwise take the métro or a bus (one ticket is 1.50 euro). Check the network maps on www.ratp.fr.

    At 10:00 pm in July it won't be completely dark yet and there will be many tourists around so yes, it is safe. 10:00 pm is early by Parisian standards so there is still a lot of street life with people in nearby restaurants. Just avoid isolated side streets, especially going further north east and away from the Sacré Coeur/Montmartre area if you are a female on your own.

    The Montmartre area is very safe but some neighborhoods  around it are the worst in Paris for sexual assaults (a s*x crime map of Paris was published in 2005). Not that you should get paranoid, just be cautious and stay where most people are. The Montmartre-Sacré Coeur area is perfectly fine, just don't wander on your own to unknown places far from the main attractions.

    The nearest métro stops are Anvers on line 2, Abbesses or Lamarck-Caulaincourt on line 12 (and also Château Rouge on line 4 but I would avoid that one if I were you, one of the "dangerous" districts)

  2. You should get off at Anvers station. You can simply climb the stairs as most people do, which can be tiring but it's an experience and free. It's definitely safe to be there at night. The steps of Montmatre, just outside Sacre Coeur, are full of people sitting, enjoying the view of Paris at night. On weekends there are also performances such as fire-throwers and people playing music. You should be more careful when you're walking on the streets below because it can be dark and deserted and you're near the s*x district.

  3. In July, sunset varies from 9:57pm on July 1 to  9:31pm on July 31.

    You need to go to the Anvers station on Metro line 2.

    From there, you will walk north on rue Steinkerque for two blocks at which point you will see the entrance to the Montmartre funicular.

    To ride the funicular (the little inclined railway car) to the hill top costs one metro ticket.

    Use this route and you will be perfectly safe as it is well traveled and there will be lots of people, both tourists and locals, who will be around at this time of the evening.
