How to give thumbs up or down?

Do you just click on the thumbs up or down sign cuz i did that and it does nothing please help!

i think it's probly your connection. my connection is pretty bad so sometimes my ratings don't load. also, level 1 members aren't allowed to give ratings, if that applies?

you can only do that in level 2
