  1. Hens don't crow - only ROOSTERS crow.

If you can't have roosters where you live (some suburbs allow hens, but not roosters), you need to find a new home for him ASAP.

You can't control when roosters crow, but generally it's when they're awake.  All day, every day, at intervals, and even if you pull in the driveway at 3 am and wake them up.  If I get home late, I can hear at least one tired crow from the barn.

We keep our birds closed in the barn until about 9 am, so that our roosters aren't strutting around the yard at 5 am waking the neighbors.  They still crow, but it's not as loud and my neighbors don't usually hear them.  That might be an option for you as long as your coop isn't close to a neighbor's open window.

There's no way to control a rooster crowing unless you put him in the stew pot.  If he's going to cause problems with a neighbor you may have to find a new home for him.
