Unless someone gives you a domain or you win it in a contest, you can't get it for free. Once you have a domain, you could get hosted for free if you happen to have friends with domain + hosting, but otherwise, you're stuck with either having a subdomain or paying for a domain.

You can set up  your website anywhere like with freewebs or google sites, and then have a free domain with .tk (www.yourwebsite.tk)
