  1. If you got new plates for the new vehicle, turn in the old plates for the old car to DMV.

If you transferred plates to your new car, the registration should show your new car, if it does not, take the bill of sale of the new car & proof that you traded the old car to the DMV & show them.  The DMV should have been notified, by you, immediately after the old car was traded for the new car.

In my state, a form has to be completed to transfer plates from one car to another including proof of sale of the old car (which the dealer should have given to you).

  2. Sorry, need more info...

What state and how do you know its still in your name?

Are you getting renewal notices from DMV?

In CA, if you traded the vehicle into a dealer, you are still the registered owner until it goes into another persons name.

A release of liability should have been sent to DMV. Go to your DMV and have a history run. It may still be in a 'dealer inventory' somewhere or sent 'out of state'.
