How to i drill or make a hole in cement fibre siding?

I am trying to install an outside water tap on my house.

A masonry bit will give you a ragged hole.  Use a spade bit.  Yes you will destroy the bit, but they are cheap, and you only need one hole.

How big a hole?  You can use a masonry bit, or if you need a bigger hole use a hole saw.  Hope this helps.
