How to i edit a photo to have the same effect/graphics as this!?

well i have pics like that and i use adobe photoshop. though it is expensive it is a great program and i use it nearly every day with my photos.

There is Photoshop, but it's kinda expensive.

Maybe you could try working with GIMP. It's a free image editor, and it's very powerful. I can't help on how to do that particular technique, seeing as I'm terrible with GIMP :P

But GIMP has almost all the same features as Photoshop, just arranged differently.

try photoshop cs2 it cost over $100 but there are plenty of sites that u can downlosd it from illeagly they will be ok if you have a virus scanner
