  1. First make sure it is positioned to use plant matter drawn from the ocean dead zones... as in a nearby port area.

    Don't plan to have crops grown specifically for it on land that is useful for growing food. The cost will skyrocket as people insist on eating.


  2. Do a feasibility study and make sure to get the EIR.

    Determine your source material.  Position the plant o have low transportation costs.  Also take into account transportation costs to get the biodiesal to end-users.  Build a production plant large enough for your projected capacity and get going.  Determine your distribution network and get the product out to market.
