Begin by looking for primers about english or simlified English for second language learners. I'm sure you can find these things in bookstores in your country. There are I think a lot of qualified authors about 'English Made Easy' something like that or surf the net for basic English tutorials.  Good luck!

There are plenty of English classes in Kuala Lumpur. Try to look for some private colleges for the classes. It is not necessary to find an English classes to improve your English.

You can also try to read more English materials like magazines and journals. try to listen to the English radio channels and watch English movie. You can even speak English at home even though its broken English.

It might sound classic, but trust me, it will work. It is working for me. I'm a Bachelor of English Language and Literature student in IIUM....... :)
