You can take some sheets and put them on chairs to build a tent,if they are old enough , there are some games on computer like pbskids.johnny&the sprites,thomastankengine.

Fingerpainting, there is wonderpaint with no mess.Use a sheet and make a puppet stage and make hand puppets out of paper bags or go to the dollar store to get some puppets sometimes you can find some there.You can find free scrips online.Outside games, waterballooons is always a favorite, or a springler to run through! just make sure they have swim suits or more clothes to change into.

Do some baking with them.  Board games, make a tent using bed sheets and chairs to hold them up kids love to pretend camping or having picnics out in the back garden.

you pretend to be asleep.

the kids come and tickle you or something and you wake up and you vow to take revenge on whomever woke you up.

you chase the kids around and catch one tickle them, put them in jail.

there can be a base, or not. depends on what the kids want.

also, if you need a quieter activity, bring over a movie (ok it with parents) that's older that you watched as a kid and watch it with them.

depending on ages:

build a fort, obstacle course or play hide and seek.  Make up a new game by having each kid suggest a rule..  if you are there for a meal and the kids are old enough, give them fun fruits or something and let them make 'fruit faces' on a paper plate before they eat them. Marshmallows and toothpicks-always amusing. coloring- give them something to draw, like their dream house  or outfits (girls) or battleships (guys) painting-big mess for the young ones, but lots of fun.... hope this helps!!!
