How to keep the download speed at highes peak?

Like, when I'm downloading something, it always starts like this (example preview):

22kbs.. 18kbs.. 12kbs... ... and finaly it stops decreasing at 6-7kbs and dls.

How do I stay on the highest DL peak? Anyone?

You have a rather slow download speed to start with --- upgrade to a faster plan .

Remember that your download speed can be effected  by how many people are online at the same time.
