If you are anticipating a storm or fireworks a good extra long walk can help by tiring out your dog so that fatigue wins out over fear. Playing the radio or TV at a high volume can also mask the noise and relieve the fear. Providing your dog with a safe space of the DOG'S choosing usually where the noise level is lower, can often lessen the anxiety.

During an actual episode of anxiety, calming your dog down by over petting it and 'babying' IS NOT a good idea since this can actually reinforce the fearful behaviour. Punishing or crating an anxious dog is also bad thing to do since they cannot control this anxiety and may well destroy their crates or injure themselves.

I know some dogs that really freak out during thunderstorms and the owners get a mild sedative from the veterinarian. It is a pill that just calms and relaxes them.

I have not been in a hurricane, but I have been in a thunder storm. I keep my dog in the basement so he can not hear as much!

Crate train your dog before hand if possible.

Use the crate if your dog is used to it.  Its his own litttle safety place and will help keep him calm and safe.

Do have some of his own comforts nearby..  bedding or blanket or a favorite toy.

You can check into sedatives with your vet..  another option is DAP (dog appeasing pheremone) products, as well as Bach's Rescue Remedy.

Play calming music if you can.  Keep yourself calm as much as possible.  Dont "reassure" your dog... that will only assure him that there is something to be worried about!

Do also make sure you have things on hand for him incase you need to evacuate.. food, water, leash, crate, etc and be sure he is properly ID'd incase he escapes.

I have never been in a hurricane. I think it helps some, but my dogs still pants heavily.
