How to kill a plant...?

My neighbor's plant is on the other side of our fence and is a bother. Would it be possible to dig up the roots, cut them, and put some kind of poison? Please help. Thank you.

I think you should negotiate with your neighbor to have the plant moved.  Look up "Getting to Yes", an excellent negotiation book.

Get one of your kids to go out one night and pee on it. I'm 100% serious. Urine dries out plants and kills it.
