How to kill weeds and grass, so I can plant bush?

I plan to plant some bush in my yard, currently those area has grass and weeds. What should I use to remove those weeds and grass, "Veg-Be-gone" or "RoundUp", or sth. else?

What's the best time to plant bush? I live in Virginia.

Spray it with round up and then dig it out.  You can plant it now if you water it a lot.  You can do it in the fall however don't wait too long or it won't get rooted before the frost comes.  Spring would be the best time to do it.
