How to know ebay seller's phone number?

I purhased an item on ebay.The seller sent me defective material.I returned the material.But,the seller did't send my refund back yet.Please help me.

u can put in a  request to ebay for the sellers phone number as part of the process you need to make a proper complaint & claim via ebay  for the dispute
