  1. If you turn off the lights and take a flash picture, the CCD of a camera will look really bright.  


  2. there are spy shop stores that sell devices to detect electronic devices that emit different types of radiated signals such as RF, microwave, etc. you can try finding a device that would detect an IR camera.

  3. If it is passive IR camera, it's very hard to detect.

    However, to get anything decent filmed, the cameras usually emit IR light, that is invisible to human eye, but illuminates the room quite well for the IR sensitive camera.

    There's an easy way to find the IR light source in a room (better in otherwise dark, but can be done with light too).

    Take a video camcorder, a point and shoot camera or even your cell phone camera and test it if it can "see" infrared light. To do that turn on live preview on LCD and point the camera at any IR remote control so that you see its diode on a screen. Then press any button. If you see the diode lit up on your camera screen (no need to take picture, just look at live preview), then your camera / camcorder / phone can see IR light.

    Take that camera / camcorder / phone to room in question and examine the room through the screen. If you see no mysterious lights otherwise not visible to the eye - there's probably no active IR camera in a room. And if there is a passive one - chances are it won't see that well in complete darkness.
