  1. i suppose ,depending on network chosen , one can input a program for a cellphone to show base stations . The cellphone changes and shows name of area  every time one leaves  or enters a new base station.


  2. cellphones send signals to the nearest network tower, and then to the satellite. by locating the tower you can find the location of the cellphone.

    it  is kind of like the GPS in cars.

  3. The EXACT location of a cell phone CANNOT be exactly determined by the person using the appliance.

    A large number of cell phones can display the name of the base station they are currently attached to.  This means that the phone is location within an approximate circle of up to a few kilometres, I guess.

    The reading can change if you are in an area where two adjacent base stations (towers, usually) have similar strength roaming signals.  I have seen a phone on a table swap around three and sometimes four base stations without it being touched.  Strength of signal, and probably also whether there are any free channels on their detectors, would make the station change.

    In the case of mobile phones that have a screen display suited to internet browsing, my country's provider's home page can locate me to as close as the nearest tower, and tell me where it is - they do not know my exact location; but I know it to be 200 m from that tower.

    Phone provider technical experts can probably locate a phone to within a few centimetres if they can use three towers (or more) to triangulate the phone's direction from a cell tower.
