How to limit bandwidth on a router?

There are 4 computer connected to my router, but I want to limit one computer's bandwidth usage. How do I limit how much kb/s that computer can download and upload on the router? I don't have physical access to the computer itself even though I can just pull the computer's ethernet cord out from my router, but I still want the computer to have internet access.

  1. No commonly available cheap routers have this kind of functionality.

    Cisco routers have this function but they are cost prohibitive (£300 upwards for brand new) for home use.

    Also if you do buy a used one then you need a network engineer to configure one. Cisco routers are no out of box solution but are very versatile & sophisticated devices.
