You could have a shortwave radio installed or, with some cellphones, you can stream many foreign language stations. The Opera Browser works with some streams. The trick is getting the audio from your phone into your car stereo system (maybe bluetooth?). Otherwise you'd have to listen using the small apeaker on the phone.

Short of that, you can pick up Canadian stations near the US border, same for Mexico.

In other words, it's not practical.
