How to lodge a compliant against the controller of defence account ( officer )?

i am in the army and under army act. they don't . they are just arbitrary in dealing with my financial claims . i have the proof. i have submitted my petition to CIC for not providing info against my appl under RTI Act 2005. They have provided me antiquated info knowing after lots of delay. it's higher fomrmation , the CGDA , New Delhi is feigning ignorance on the issue. i wish to lodge a compailt to the consumer court. pl advice me on the issue to end adochism at the most educated level.

Execute an affidavit complaint and file an administrative case at the Army and a criminal case in court against the suspects.

They cannot give antiquated information. Again send in another application asking for the information specifying the period for which the information is required. Of course, RTI in itself will not serve as a means to redress your grievance. But, with the information collected under this Act, you may file a case, before the High Court concerned, if you have sufficient material to prove your case.
