How to lodge a police complaint against fraudulent buyer who has kept the item and placed a chargeback?

The buyer in Monroe, LA bought item on pricegrabber and paid via Paypal. I shipped the item via FedEx to verified paypal address. However, he put a chargeback on his credit card 3 weeks later claiming he never authorized the charge. As a result Paypal refunded all money after three weeks of "fighting dispute". So now I am out of item that I sold and th money as well ( > $500).

Can anyone please advise how do I lodge a complaint against this fraudulent person? What are my options? Any help would be grateful!

  1. Go down to the police station and ask them to file a complaint against that person and explain to them what  happen.


  2. Deal with PayPal first, they have rules and can blacklist this person, if you can prove delivery, and to that person...

    Go to a court, and get an order freezing his assets in the meantime, while this goes to court, you do not need to be in the state in question, just get a lawyers firm that has an office in the state in question they will pass it to the branch office to deal; with, for you, if fed ex were the delivery people , they will have a signature for this, confirm who took delivery, and when.



    If this guy signed for delivery, and claims that he did not authorize this, he is lying, he signed for it and nobody signs for something they did not order, he is also responsible for the care of your goods, until he has contacted you, and given you a  reasonable period of time to recover them, if they are unwanted, (i.e. get fed ex to collect them for you)...

    But do it fast, as this guy like all of them will disappear and resurface under a different name as they all do, this is clearly a scam, and Pay Pal need to know what is happening....

  3. talk to the reps at PayPal and Pricegrabber.  file a report at your local police station and the one in LA.  there are few laws regarding online crime.
