How to lose weight quickly and effectively?

im a bit chubby and i hate it. i really want to be toned and slim but i dont know how to do it without getting all muscly/ not eating anything. Im 10.5 stone now and 5"6 (sorry dont know metric) and id like to be more like 9 stone.
