How to lower indoor humidity?

Question

The relative humidity % in my new apartment consistently measures between 60 and 70 %.

I purchased a de-humidifier which pumps about 2 gallons of water out of the place every night.

Despite this, the relative humidity stays about 60%, which I've been told is very unhealthy.

Is there anything I can demand my apartment management do?

Is there anyway to remedy the high humidity? Could it be that the place is poorly sealed? (its 30 years old)

You can get a dehumidifier they are a little noisy but they can lower the humidity in you apartment. Not too expensive either
