  1. Your going to need to provide MORE information.

    Are you talking across Intranet (building) or Internet (www)?

    Across the Internet, you would need to obtain 4 T-1s in the US or 2 E-1s in other parts of the world.  Each T1 is worth about 1.544Mbps.  Each E1 is worth about 2.048Mbps.

    Also, you are going to have to decide what you need this BW for.  Is it for you to get out from your location, or for others to get in.  Pricing depends on how much BW you want up or down.  If your going to host a website, or others will need to pull information from your location, your going to need MORE Up speed (or the same amount of Up and Down).  

    Most homes are configured the opposite.  For example, my Verizon VIOS connection has 10Mbps download and 2Mbps upload.

    Does your ISP provide the speeds you are looking for?  If so contact them for an upgrade.  If not, try cable.  They usually can do speeds that high or higher.
