  1. If your Question is how to add color to a layer or a new picture to a file that you already have open this is how you do it .After you select your layer and what size your layer will be

All you do is select the color you want by right clicking the colored box`s in your tool box and select paint color you want. And select the Icon that look`s a bucket or the Pencil or the or the paint brush in the tool box.If you select the pen or the paint brush right click on the square next to where it say`s Brush: and pick the kind of brush you want and then right click on the slider next to where say`s scale:and hold down to pick the size and you do the same thing for pencil.use pencil or brush to color the of the layer you want bucket will fill in the whole layer. If you already have a file open right click on file in that layer and right click on open as layer the picture that you want.If you click on open  it will open a new file with the picture that you select for it.if you pick new it will make another layer with out a picture.

I hope this can help you.
