How to make a home made video speed up permanently?

I recorder' ed a video on my camera of me and my friends and i would like to know how to make the video permanently fast forward so it looks like a cool effect, i used a camera though not a video camera, can i still do this effect using a digital camera?and how?

Most video editing programs have an effects palette. You can easily fast forward your video after you capture it.
