How to make a homemade Ghillie suit?

what is the easiest, cheapest and best way to make a home make ghillie suit, like what materials would i need etc..

They have instructions on the internet. Mostly you use burlap. You can buy them on the internet. Ebay and Cabelas sells them. If it is for hunting you will have to treat it with UV killer and scent killer or the animals will see you as a glowing object and your camoflage will not work. They also have videos on youtube, etc...
