you cant really make one, but you can build one, you need a hull which costs around $200 depending on what kind you get and what condition its in, you need an engine, fuel lines, water pumps, etc.

if you can get a hull with all the parts with out the motor would be alot easier, and it will cost you around $2000 for everything
