Head on to the forum at www.kitebuilder.com.  The place is jam packed with some of the big names in kite building, as well as some national judges.

The first thing you need to find out is what type of kite do you want to build.  Fighter kite, flat kites, bowed kites, soft kites?  Do you want something that will just go up in the sky and stay there, or do you want something that can dart around in the sky at your command?  Do you want something strong enough to pull you off the ground or just something that you can hold with your fingers?

The eddy is the easiest to build, it's a diamond kite, a classic kite shape.  It can be flat or you can add a dihedral on it to make it steadier.  If you make it flat then it definitely needs a long tail.  You can make eddies out of trash bags actually.
