How to make a magazine...?

This kid in my science class said him and his buddies want to make a gaming magazine. but he says he has no idea what to name it or how much money he will need. Also he wondered if he would have to pay taxes for it.

oh yeah, and he doesn't care if "gameinformer owns the gaming industry"
