How to make a mitigation plan for Energy conservation?

Question

I need to formulate a mitigation plan for energy conservation. Including its benefits, challenges, required Government, social and global support. I need to also write about the cause of the problem, current substainability strategies, and the impact to the environment.

I am not sure on how to do this assignment. I am NOT asking anyone to do it for me considering it is a final for Axia college.

hmmm. well first you need to write the problems why do you need to have this mitigation plan.and then search for the solutions(renweable energy will be the best). but since it is a plan you should show stages of solutions and not adrastic plan of changing all of the energy power plants. required government is a hard thing to do since oil companies have them by their neck so please do an effort to search for better laws to be passed and implemented.
