  2. If it is feral, it will never become domesticated.

    If it is a stray housecat, take it to a local shelter to see if it has a chip between its shoulders so it can be returned to its owner.  If it has no chip and you want to adopt it, get a humane trap from the vet you intend to use and take it in for a full checkup, which will cost over $100 (Midwest prices).  You need to know if you will be getting a cat that has serious problems like kidney disease, FeLV, etc.  Then you can make your decision if you want to keep it.  Good Luck.

If the cat is an adult and is truly feral, you probably can't.  Cats need to be socialized to humans in their first weeks of life.  After about 8-12 weeks of age, if this has not happened, it probably won't.  You can tell if it is feral if it won't approach a human, nearly always runs away when you approach, and generally does not meow at humans (because it does not expect anything from them).  Some cats are semi-feral and may let you approach to a certain distance before bolting or will meow and allow you to feed them but will  not come close enough to let you touch them.  

    If it's a young kitten, the best thing to do is get a humane trap from your local humane society or SPCA and catch it.  Then take it to a vet for vaccinations and spayng/neutering and move it into your home and gradually work on getting its trust and socializing it.  

    If it is an adult, the best you can do is get it humanely trapped and get it spayed or neutered and vaccinated and then feed it outside and keep it as an outside mouser kitty.  This is called trap, neuter release (TNR) and there are some non-profit groups that help do this to control feral cat populations and give them the best life possible given their circumstances.

  6. Let the cat make the moves.  Give it a safe place, like a box facing away from the big part of a room, so it can hide until it feels safe.  Then just be pretty quiet, back off if the cat hisses so the cat knows you understand, and be the person who offers food and water.

    When I adopted my terrified stray cat I actually could see the wheels turn in her head the day she saw me pour food into her bowl.  She wasn't completely tame immediately, but she knew she'd lucked into something pretty good.
