How to make a vcd...??

Hi friends, i have The eye 2008(Movie) in my computer, its file name is the_eye.avi. Now i want to seen this on my TV, so please tell me how can i make a vcd of this movie, what folders need to copy in in the disk, i hope you understand guys what i want..
