How to make an avant-garde video?

Tell me what program to use, also I would prefer it to be Russian avant-garde.

For Windows, there's Windows Movie Maker, included on the system.  To be avante-garde... well...

Imagine what it would be like if you walked out of the house in neon green fishnet tights.  And you're a guy with hairy legs.  Imagine the stares you get and try to make your video recreate those stares.
